The article is devoted to the evolution of a state that is undergoing changes as a result of the rapid technical and economic development caused by the onset of the Fourth Industrial Revolution. It emphasizes the need for systemic transformation of the spheres of material production, science and education with the active participation of state institutions. Further technological development is a prerequisite for the formation of a new posteconomic way of life - the noonomics.
